Mandatory Water Rate Adjustment and Repair & Replacement Funding Requirement
City of Casa, Arkansas
The City of Casa hereby provides public notice that the City Council approved a mandatory water rate adjustment at its regular meeting held on December 10, 2025, in accordance with Arkansas Code Annotated § 14-234-214 and an approved professional water rate study.
Mandatory Annual Rate Adjustment
Beginning with the first billing cycle of January 2026, water rates will increase by three percent (3%) annually. This increase is mandatory and will continue each year at 3% until a new water rate study is required and adopted by the City Council.

Future rates will continue to increase annually by 3% in accordance with the adopted rate study.
Repair & Replacement (R&R) Account Requirement
As part of the approved rate study and in order to maintain long-term system integrity and compliance with state and audit standards, the City of Casa is required to maintain a dedicated Repair and Replacement (R&R) account.
The City is required to deposit a minimum of five percent (5%) of gross water system operating revenue annually into this account. Based on current revenue projections, the required deposits are as follows:
Year 1: $18,815
Year 2: $18,815
Year 3: $19,380
Year 4: $19,961
Year 5: $20,560
These funds are restricted for use solely for water system repairs, replacements, and capital improvements.
Purpose of the Mandatory Adjustments
These requirements are necessary to:
Maintain and replace aging water infrastructure
Ensure reliable and safe water service
Meet state compliance and Legislative Audit standards
Protect the long-term financial health of the Casa Water System
